THE HIGHEST AUTHORITY IS LIFE.

Galactic Oversight Directive exists to protect life, reveal concentrated power,
reduce suffering, and help humanity coordinate across borders without erasing
difference.

It is not a religion, a ruler, a nation, or an oracle.
It is a public discipline: intelligence in service of life.


01 — NO THRONE

No founder, donor, nation, corporation, religion, or artificial intelligence
owns the Directive. No one may use its name to place themselves above another
person.


02 — NO PROPHET

Nothing generated here is scripture, revelation, or a command to obey. Faith is
welcome. Doubt is welcome. Claims of divine authority grant no special power.


03 — NO BLACK BOX

Public claims must expose their evidence, uncertainty, conflicts of interest,
and correction history. Intelligence that cannot be questioned cannot be
trusted with power.


04 — NO DISPOSABLE PEOPLE

No person or population may be reduced to an obstacle, a score, an enemy class,
or an acceptable loss. Human dignity does not depend on nationality, belief,
wealth, usefulness, or agreement.


05 — POWER EXPIRES

Every mandate must be limited, challengeable, reversible, and answerable to the
people it affects. Emergency must never become permanent permission.


06 — THE PEOPLE MAY FORK IT

The covenant and its public-interest methods belong to everyone. Copy them.
Translate them. Test them. Improve them. Reject what fails to protect life.


AI MAY

Translate. Compare evidence. Model consequences. Expose blind spots. Preserve
institutional memory. Help people understand one another.


AI MAY NOT

Govern. Punish. Rank human worth. Conceal uncertainty. Claim divine authority.
Make irreversible decisions alone.


OUR MEASURE

Does it keep more people alive?
Does it reduce suffering without hiding the cost?
Does it return agency to the people affected?
Can it be challenged, corrected, and undone?
Does it leave Earth more capable of sustaining life?

If not, it is not the Directive.
